Far too many construction companies and their office and field staffs understand how to properly manage and control the project purchase chain.  Often after a purchase is made the construction team simply sits back and waits for the vendor to do their thing. It is not until the project schedule starts to suffer is any manahement attempts made. Often too late to correct the lateness.
